Collector Directs Water Conservation Measures, Public Facilities, and Administrative Reforms in Chhatarpur

Chhatarpur (Madhya Pradesh): District Collector Parth Jaiswal chaired the weekly TL meeting at the District Panchayat hall on Monday, issuing a series of directives focused on water conservation, education, public health, agriculture, and administrative accountability.

Senior officials, including CEO Zila Panchayat Namah Shivay Arjariya, SDMs, deputy collectors, municipal officers, and departmental representatives, were present.


Focus on Water Conservation and Public Utilities

The Collector emphasized the effective implementation of the “Jal Ganga Samvardhan Abhiyan”, directing authorities across urban and rural bodies to undertake:

  • Construction of farm ponds
  • Renovation of old water bodies
  • Completion of Amrit Sarovars and watershed projects
  • Repair of check dams
  • Cleaning of canals
  • Drinking water arrangements for wildlife in forest areas
  • Installation of public drinking water kiosks (pyau) for commuters

He also instructed officials to ensure that all water-related assets are properly recorded in revenue documents. Additionally, strict measures were ordered to curb plastic usage, starting with a ban on plastic bottles in government offices.


School Readiness and Book Distribution

The Collector directed the District Education Officer to ensure 100% availability of textbooks in all schools before April 1. Textbook distribution will take place on the occasion of the school enrollment festival (Pravesh Utsav).

Authorities were also asked to track students passing out from Anganwadi centres and ensure their enrollment in formal schools.


HPV Vaccination Drive for Adolescent Girls

Special emphasis was placed on HPV vaccination for girls aged 14–15 years. The Collector instructed the Health Department to deploy dedicated teams in hostels and organize vaccination camps with support from education and allied departments.


Strict Action Against Crop Residue Burning

Taking a firm stance, the Collector ordered penalties and FIRs against farmers burning stubble (parali/narwai). Revenue officials were directed to document such incidents and take legal action.

Farmers were advised to adopt scientific residue management using machines such as:

  • Happy Seeder
  • Straw Reaper
  • Custom hiring centres

Procurement and Farmer Facilitation

With procurement of wheat, gram, mustard, and lentils underway, the Collector directed officials to ensure proper arrangements at procurement centres, including:

  • Drinking water
  • Shade (tents)
  • Seating facilities
  • Functional weighing systems

From April 1, fertilizer distribution will be carried out through the e-token (e-Vikas) system, and training sessions for officials were ordered.

The Collector also instructed 100% physical verification of gram and lentil crops through Patwaris and Revenue Inspectors, warning of strict action in case of discrepancies.


Administrative Accountability and Public Grievances

Expressing concern over pending complaints, the Collector ordered:

  • Show-cause notices to officials from PWD, Education Department, MPRDC, and Tribal Department
  • One-day salary deduction of the Deputy Director (Veterinary) for unattended complaints

A special grievance redressal camp for the Education Department will be held on Wednesday.


Other Key Directions

  • Survey and report on crop damage caused by rainfall on March 20
  • Ensure adequate supply of domestic LPG cylinders across the district
  • Conduct joint inspections of medical stores by Drug Inspectors and SDMs
  • Expedite loan recovery by cooperative banks
  • Fast-track verification and geo-tagging of pending PM Awas Yojana (Urban 2.0) applications
  • Improve revenue collection by identifying major defaulters

Additionally, salary deductions were ordered for officials failing to meet service delivery timelines and for non-reporting on medico-legal cases in several health centres.


Push for Governance Efficiency

The Collector also directed officials to actively participate in the “Sankalp Se Samadhan” campaign and ensure that beneficiaries receive timely and effective services during camps scheduled until March 26.
